The Army Prepositioned Stock (APS) program is central to the US Army’s ability to react speedily to urgent situations. The US Army assigns significant resources that enable the availability of a range of equipment in combat-ready state, and locates them strategically in order that they are ready for use on very short notice.
APS includes six regions: continental United States (APS-1), Europe and Africa (APS-2), Afloat (APS-3), Pacific and Northeast Asia (APS‑4), Southwest Asia (APS-5), and Central America, South America, and the Caribbean (APS-6).
M&E provide support for the following two APS contracts, APS2 and APS5.
We have been supported the APS2 missions in Grafenwoehr, Dulmen and Mannheim in recent years and continue to do so in the latter two locations.
We provide personnel with mechanic job skills and continual support across maintenance, supply and transportation functions covering US ground support equipment and armoured vehicles including M1, M2/M3 Bradley Infantry fighting vehicles, HUMVEE, HEMMT’s, M109 Howitzer, M88 Recovery Vehicles, M113 and M577 APC.
We have deployed over 500 personnel to date on long term contracts for positions including Vehicle Mechanics (Heavy and Light Track, Wheel, Recovery), Supply Technicians, Warehouse Operatives, Forklift Operators, Fuel Specialists, Quality Control/Assurance Technicians, Armorers, AWRDS Technicians, Data Administrators and Safety Environment Officers as well as Lead positions.
To meet increasing Military Training Exercises throughout Europe M&E also provide support personnel on Temporary Duty Assignments to meet the mission requirements.
Our dedicated management team in Germany ensure a close working relationship between HQ in the UK and our client on each site in Germany and they, in turn, are supported by several Point of Contacts (POCs) who assist with personnel matters.
All personnel are deployed fully compliant with local laws and regulations after a series of onboarding paperwork including Criminal Record Check, International Traffic in Arms Regulations (ITAR), Identification Documents etc) have been completed and submitted to the local security office in Germany.
M&E Global continue to source, provide and manage our personnel accommodation as well as the complete range of HR functions including holiday planning and discipline.
We provided Heavy Equipment Mechanics and Drivers in support of APS-5 Retrograde Mission in Kuwait, performing field level maintenance tasks on a range of APS-5 assets including light/heavy wheel and track vehicles and GSE. STAMIS was used for tracking and managing maintenance operations. M&E also provided visa support and Life Support for housing and transport.
M&E deployed 124 personnel with mechanic job skills, including MRAP Heavy Equipment Mechanics/Supervisors in Kuwait in total and ensured compliance to Kuwaiti labour law and legislation at all times. The scope of work included labour provision and life support and key personnel, supervisors and a local POC were deployed to assist in the management of maintenance and operations, communications through daily reporting mechanisms and to ensure that Health and Safety, Quality Assurance and Control Requirements were implemented and adhered to at all times.
Average time to deploy from initial identification was approximately 3 weeks.
Additionally, M&E deployed 60 Stock Clerks, Production Control Clerks and Material Coordinators on 6-month assignments to Camp Arifjan in Kuwait and later we deployed a number of Bradley Vehicle Technicians; Heavy Vehicle Mechanics and Gunsmiths for a period of up to five months.
We provided a full support service that included sponsorship, travel and transport, accommodation, holiday planning and full compliance with local labour laws and regulations.
Our ability to deploy rapidly, at short notice, was key to the success of both short term missions and supported by our UAE based company M&E Global FZ LLC which was purposely set up to manage operations in this region.
